Independent Monitoring for Quality (IM4Q) is an innovative, statewide program developed by the Pennsylvania Office of Developmental Programs. IM4Q is one of the methods the state uses to measure the quality of services.


IM4Qs, which are independent of the County and Providers of Service, visit individuals receiving services to learn about their lives and to assist them with accessing the opportunities to choose and realize their goals of where and how they learn, live, work and socialize.


Chester County’s IM4Q is the only stand-alone organization in Pennsylvania which is consistent with the state’s original spirit and intent.

The Mission of Independent Monitoring Corporation is to provide monitoring, advocacy and education to enable people with disabilities to obtain the services and supports of their choice that will facilitate a life of dignity and respect. We serve as a voice for those who can’t speak up for themselves.
